1982 yılında Azerbaycan Cumhuriyeti, Nahçıvan Özerk Cumhuriyetinin Babek ilçesinde doğdu.
İlk eğitimini Nahçıvan şehrinde aldı. 2003 yılında Nahçıvan Devlet Üniversitesi’nin Güzel Sanatlar Fakültesi’nden mezun oldu. 2005’te üniversiteyi yüksek lisans ile bitirdi.
2005–2011 yıllarında Nahçıvan Devlet Üniversitesi’nde sanat ve sanat tarihi dersleri verdi. Azerbaycan Ressamlık Akademisinde doktora tezi üzerine çalışıyor.
2002 yılında Nahçıvan’da soykırım kurbanlarının anısına dikilmiş anıtın proje tasarımcısıdır.
2008 yılında “Nahçıvan Özerk Cumhuriyeti’nin Onur Sanatçısı” unvanıyla ödüllendirilmiştir.
2009 yılında “Azerbaycan Cumhuriyeti Onur Sanatçısı” unvanıyla ödüllendirilmiştir.
Birçok uluslararası sanat festivaline katılmış ve birçok sanat yarışmasının galibidir.
Ulviyya Hamzayeva, 2012 yılından itibaren düzenlenen “Nahçıvan – Beşeriyyetin Beşiği” Uluslararası Art Bienali’sinin küratörü ve organizatörüdür.
Azerbaycan Ressamlar Birliği üyesidir. Uluslararası Güzel Sanatlar Derneği (UNESCO) üyesidir.
2013’ten beri “Yeni Çağ” Dünya Sanat Akademisi üyesidir.
2010 – 2015 yıllarında Nahçıvan Özerk Cumhuriyeti Parlamentosu Milletvekili olmuştur.
2011 yılından itibaren Nahçıvan Özerk Cumhuriyeti’nin Ressamlar Birliğinin başkanıdır.
Ulviyya Hamzayeva 2015’ten beri Azerbaycan Cumhuriyeti Parlamentosu Milletvekilidir.

Ulviyya Hamzayeva was born in 1982 in Nakhchivan Autonomous Republic, Azerbaijan Republic.
First education got in Nakhchivan city. Graduated from Nakhchivan State University in 2003. Studied MA in Arts.
Teached art and art history at Nakhchivan State University during 2005-2011. Currently working on PhD thesis.
Ulviyya Hamzayeva awarded with the title “Honored Artist of Nakhchivan Autonomous Republic” in 2008. She awarded with the title “Honored Artist of Azerbaijan Republic” in 2009.
She is the participant of many international art festivals and winner of many art contests.
She is a Member of Union of Artists of Azerbaijan. Member of International Association of Art (UNESCO).
Since 2013 she is a full member (Academician) of World Academy of Arts “New Era”.
She was member of Parliament of Nakhchivan Autonomous Republic during 4th convocation.
Ulviyya Hamzayeva has been elected as Chairperson of “Artists’ Union of Nakhchivan Autonomous Republic” in 2011.
Since 2015 Ulviyya Hamzayeva is a Member of Parliament of Azerbaijan Republic.
She is reflecting antiquity, mythology and philosophy of the life in her works with her unique style.
Her works belong to local museums, private and public collections.
“I was born in Nakhchivan one of the very beautiful and ancient cities of Azerbaijan. My ancestors have lived in these ancient land, my happy childhood passed here and now my youth passes and I hope that I will live here, in this ancient, full of old traditions, mythological sayings city in the future. People living in Nakhchivan are noble and proud like our high and snowy mountains. I am proud that great architects, musicians, painters, wise commanders lived and created in this noble and holy land. Nakhchivan is cradle of geniuses. And if I am a painter today it is the great work of our beautiful nature, clean fragrant air, my parents and good people.
Going to sleep at night, waiting for the morning. Saw a dream, hurry to revive it on a piece of paper or canvas. There is no void in my works, in my thoughts, in my desires. Any space is filled with my “void”. Details, characters, fragments, patterns, semiotics belonging to me, my mystical language, the sound coming from the sky – this is my “void”. Symbols, language of patterns, colors, music – this is me, this is mine, this is in me…
Sometimes it is difficult, “I exist and I don’t exist”. I love the creations of the Creator and his unique creation “human”. I’m the hero, I am unnecessary person, and I am a defective toy. My life is a “point”. The man created from a point returns to point at the end.
All my life I will wait conversion of caterpillar into a butterfly…
I send for sailing the ship of my thoughts, illusions, myths and fairy tales. I know that my ship has no halt. I simply forget to take the anchor which I didn’t have in my ship.
